The Research On The Urban Community Management Of Yueyang City

It has practical significance to strengthen community management, so as to improve the quality of residents and urban civilization, expand grassroots democracy, consolidate government authority, maintain social stability and promote the reform and development of the city, which truly make the community the solid foundation of our Party. With the grass-roots social management transition to a social system from unit system, the traditional urban management system has been difficult to adapt to the requirements of the modern urban construction and management, which need to improve the legal system of community autonomy, transform the role of government, form of administrative subordination system with multi-form, build new organizational system. For the past few years, The Yueyang city, as the two-oriented society demonstration area along the Yangtze River, has relatively developed commercial tourism economy, advanced science and technology with economic prosperity, civilization and prosperity. In sum, Improving community management model has their special significance.In this paper, we briefly reviewed the current situation and dynamic mechanism about community building and development at home and abroad. And on this basis, we detailedly elaborated the current situation of urban community development, the main problems. We also analysed the cause of urban Community management. Currently, the drawbacks and problems of urban community management system seriously affect the process of community management and construction, which go against the operation and the exercise of the functions of government at all levels of political, economic and social area, thus, impeding the process of urban modernization and urban civilization. Therefore, the urban community management mode reform is imperative, which must be re-construct the new community management model to adapt to the existing social environment and conditions.The current the drawbacks of and problems of existence of by the Yueyang City community management mode seriously affect the community management and the process of the community building, which is not conducive the run and the exercise of of all levels of government political, economic, and various social the functions of, thus impeding the the Process of Urban Modernization and the urban civilization degree of upgrading.To promote YueYang city’s community management reform, we compared with several models of community management system in various cities at home and abroad, and propose a reform of the community management model by five aspects of strategies and approaches including improving the community’s leadership model, reforming and innovating community operation mechanism, strengthening community innovation, increasing community investment, implementing development planning.
