After the Cold War, a major change in the international situation. Democratization in Eastern Europe, German reunification, the collapse of the Soviet communist system,"European Economic Community" to integrate the "European Union", mainland China became communist minority insisted and insisted the country’s reform and other changes. On international politics, the most important is the international concept of bipolar confrontation of the United States and the Soviet system, has become history of textbooks, coupled with the development of the Gulf War in a series of major international events such as the international system into a dynamic framework. The "new world order" is heard in the international community, but also filled with an international vision of world peace. But it seems the dawn of peace is always short-lived1890s series followed the country’s internal conflict, not just planted seeds of instability for the post-Cold War era, the more important is the other countries, especially major powers, how should this situation, has become one of the modern international political reality spindle indispensable.The end of the Cold War, although meant the end of the bipolar structure of international relations have entered a new historical period, and the international situation as a whole showing characteristics of a peace. But in fact, had originally been overshadowed by the bipolar pattern and repression of some of the contradictions and conflicts, but one after another, seriously endanger regional and even international peace and security. Humanitarian intervention is not a new phenomenon in post-Cold War era, the modern practice of humanitarian intervention can be traced back to the nineteenth century, and the interference of ideas and principles form the earlier.No-fly zone system is the theory and practice of humanitarian intervention, is an important question of meaning, is an important part of sovereignty and human rights theory and practice. Since the no-fly zone system born, people argue its legitimacy has never stopped before. However, the practice of no-fly zone has never been such controversy and criticism and disappeared. Especially since the1990s, the world situation has undergone major changes, no-fly zone was more frequent application of the system of national sovereignty put forward a series of challenges. In the last century since the early1990s, the issue of humanitarian intervention in the no-fly zone is one of the important issues in the world of international relations and international political commentators and scholars to discuss and debate, but because of a humanitarian intervention is often confusing and misunderstood concept, therefore, it is necessary to make some discussion on the no-fly zone in accordance with the definition of humanitarian intervention. This article from the perspective of international law, the concept of no-fly zone and the system development process are discussed; analysis to establish the legality of the no-fly zone; establishment of no-fly zone, a series of problems implementing legal analysis; made for no-fly zone improve the proposed system, the proposed approach on the issue of the establishment of no-fly zone should be held in order to better deal with the relationship between the protection of human rights and respect for the sovereignty, national no-fly zone to be wary of the use of ulterior motives.
