Government performance evaluation and improvement of the current governmentperformance evaluation is an important management tool, research topics at the forefront ofcontemporary governance, one of the world’s governments also troubled sector managementacknowledged the problem. In the21st century, all aspects of the country’s political,economic, cultural undergone tremendous changes, the voice of the masses of the prisonjustice, demand increasingly high, the public ’s growing social needs with the currentmanagement of the prison system is incompatible the contradiction is particularly prominent.The prison system as a penalty enforcement authority of the country, how to improve themanagement of the prison system ’s performance, enhance its comprehensive lawenforcement capacity, the prison system has become the face of reality and there are urgenttask. BSC was originally used in a performance evaluation model, its main customer,finance, internal processes, learning and growth in four areas to fully evaluate companies.The overall objective of the Balanced Scorecard clear organizational departments of themission objectives and organizational members, from a strategic perspective to set thedimensions of goals, targets and tasks, and then build a strategy for enterprise managementsystems, performance evaluation system and effective communication mechanism.Firstly, the Performance Management and Balanced Scorecard system theoryexpounded, and analyzes the current situation of the prison system performance evaluation.Secondly, according to the specific characteristics of our prison system, analyze thefeasibility of the use of the Balanced Scorecard principles prison system performanceevaluation index system of construction, from the theoretical analysis of the BalancedScorecard can be applied to the prison system performance evaluation. Again, the actualsituation of China’s prison system, built four-dimensional Balanced Scorecard performanceevaluation index system. Finally, the specific circumstances of Z prison, analyze its practicalfeasibility of the system performance evaluation index system has been constructed for areasonable screening and correction, and thus help to Z index of prison management, andanalysis of its expected application of the Balanced Scorecard effect.This paper theoretically proved the feasibility of applying the principles of the Balanced Scorecard performance evaluation of the prison system, and case studies, through casestudies validate Z prison in prison BSC performance evaluation role. Fully explain theintroduction of the Balanced Scorecard prison system management, building performanceevaluation index system, combined with the actual conduct of scientific and reasonablecorrection, can effectively improve the performance management of the prison system,provides a new way of thinking for the development of prison policy, new ideas and newmethods.
