Research On Social Assistance Equalization Of Megacities

The equalization of social assistance is the inevitable requirement to satisfy the socialmembers with basic survival rights and survival demand. And it is the important premiseand foundation to achieve social justice and harmony. Along with the development of cityand industrialization，the mass of floating employees who have migrated into urban areashave been excluded from the urban social assistance because of the household registration.Under the background of new dual structure that has been formed between the city censusregister population and the floating employees who are without the registered permanentresidence, the concept of current social assistance in China apparently no longer adapts tothe requirements of social development. The residual and poor system of social assistanceis faced with many problems. It requires the value target of the system of social assistanceto change from the traditional grace type relief to the modern right type relief in order torealize the equalization of social assistance. That is the system of social assistance shouldensure all the citizens’ basic survival rights, reflect the government’s responsibility andrealize the fairness and harmonious development of the society.Through combing a large number of domestic and foreign relevant material, this paperhas chosen Shanghai as a typical case, analyzed the present situation of social assistance ofthe floating employees under the background of new dual structure. And it has revealed theexisting problems and causes of the system of social assistance in social assistance. Thetheory that system of social assistance covers floating employees and the necessity ofsocial assistance resources supplies’ equalization is proved through the theoretical analysisframe of citizen’s right to subsistence, attribute of public products and the moderngovernment responsibility. By the analysis of the main body of responsibility for socialassistance’s system, this paper puts forward the system feasibility that the floatingemployees shall be incorporated into the urban social assistance and the access path. Then through "Three For" theory of oriental management it demonstrates the design scheme ofthe equalization of social assistance covering all the permanent populations, and believesthat the social assistance’s system should realize the dynamic management to eliminatewelfare dependence, thus improve the self-survival ability of social assistance’s object.This paper will make a comparison and draw lessons from foreign advancedexperience of social assistance’s construction by being based on the theory study and a casestudy of megacities. In order to build the target path and practice scheme it is guided by theoriental management theory, theory of public goods and the citizen’s right to subsistence.Otherwise it applies with the research methods, such as the methods of literature research,case analysis and operational research.
