Nowadays, influenced by the factors of the accelerated process of globalization, deepening extent of utilization of resources, popularization of network, increased exchanges of personnel, trade and culture, the possibility of breaking out public crisis is on the rise because of the reasons of natural disasters, weigh of interests, excessive power dissimilation, and ideology conflicts. The government, as the most important subject in crisis management, is responsible for crisis control and crisis management in dealing with public crisis, and playing a vital leading role in avoiding social imbalance, disorder and out of control. However, government is not the only subject in public crisis management. In order to deal with emergencies in a fast and efficient way, to reduce the administrative costs of public crisis management, the government must carry out effective social mobilization, that is, concentrate the efforts of enterprises, NGOs, communities and citizens to realize multi-participating and the two goals of the core value, i.e. value and efficiency.Compared with the academic research of crisis management in the West, the start of such research in China is late, and the theoretical research and practice of civic engagement is not perfect, let alone the operational measures under the combination of the two theoretical systems. Therefore, the goal of this thesis is to study the present situations and shortages of civic engagement in our country by learning from the experience of other countries, and gradually to explore ways suitable for our national situation, so as to guide citizens to participate in the public crisis management effectively, orderly, and consciously.Civic engagement is an indispensible part in government crisis management so we should make full use of the joint efforts between social organizations, citizens and government, establish and constantly improve the participation rights of citizens, which endow practical significance of crisis management and show foresight of the development of democratization in China. At present, the weak awareness of civic engagement in government crisis management, their low level of participating ability, and the relative serious thought of official standard make the research on the development of citizen participation in crisis management is imperative.There are five parts in this thesis. Part one is introduction, briefly introduces the background of civic engagement in crisis management, significance and innovations. Part two is mainly about a series of concepts, including the concepts of crisis management, civic participation, types, significance and theoretic basis. Part three-case study, analyzes the presents situation and dilemma of our civic participation and its causes from various aspects. Part four is on drawing experiences from the successful cases of America and Japan which are applicable in our country. Part five, the key part of this thesis, discusses solutions to improving the civic engagement in crisis management in China.
