The Development Of Chinese Civic Competence Under The Field Of Public Crisis Management

The tide of modernization promotes society to make a great progress and the development of democracy,as well as associated with many factors of instability.In particular,China is in a crucial period of social transition,need to handle all internal and external conflicts,which is closely bound up the humans'corresponding quality development.From SARS to the earthquake,to the snow,food safety,a series of events made us realize the seriousness of the pubilc crisis.As the public service providers,public policy maker, government have the right to exercise the pubic power,the role in the public's macro-control and the status of deplyment of material is irreplaceable,but relying solely on government is apparently powerless. Citizens are the victims of the crisis and stakeholder,how to participate in the process of crisis mangement through the scientific and systematic approach,develop the civic competence to minimize the loss crsis,which will be the trend of social development.We have the necessary in-depth study on what kind of civic competence citezens should have and in what ways the can obtain civic competence.This article explores the meaning of civic competence from the perspective of public crisis management,including civic cognitive competence,competence of citizen participation and moral competence.And the civic competence has more detailed explanation in the area of pubilc crisis.By analylizing the problems and refering foreign experiences,the writer put forward the solutions to enhance the civic competence.This artcical is divided into four parts,the first part is a brief overview of the citenzen, civic competence and crisis management.The second part is about the problems in the development of civic competence in the perspective of public crisis management,including the weak sense of civic and the government is lack of effective measures to guide.The third part is about foreign experiences.
