At the end of Qing Dynasty, it is the starting point for the modernization of ourlaws. With the increasing decline of centralized and conduct of modernindustrialization, China have undergone tremendous changes from the whole socialstructure to the institutional level. At that time, people began to accept the West inaddition to industrial products and technology, but also increasingly exposed toWestern political and economic institution, legal institution of the West began toappear in the legal transplanting. Transplantation of law needs to be changed as acondition of social ideology and even from the late Qing to the early Republic ofChina is following the Spring and Autumn Period as the second time of theideological pluralistic Period. Therefore, to the criminal law of the late Qing Dynastyin terms of changes Incest research; we must seize the ideological changes in societyat that time. The changes in this period in order to seize people’s thinking, it must beclear that people previously thought and existence of the foundation.
