Mechanisms Of Energy Cooperation Between The EU And Russia To Develop The Dispute Settlement

With the focus on the development of the international community, international economic and political relations have gradually shift from the territory of the dispute and ideological struggles traditionally struggle to energy and environmental problems caused by climate change and other factors. Game between countries around the energy interests of intensified competition in cooperation, cooperation in the competition.Therefore,the development of international energy cooperation in the dispute settlement mechanism of the international community is becoming increasingly important.EU and Russia due to the differences in resource endowments and needs of their own interests, and has always maintained cooperation and dialogue in the field of energy. The "Energy Charter Treaty " as the international energy field only multilateral treaty, its dispute settlement mechanism for the development of energy cooperation between the EU and Russia in the dispute settlement provided new ideas and direction, is of great theoretical and practical significance. This paper is divided into three parts:the first part from differences and disputes between the EU and the status of the Russian energy cooperation development start, recalled the history of the EU energy cooperation with Russia, and pointed out the existence of both the development of energy cooperation in a number of conflicts and disputes; the second part analyzes the EU and Russia dispute settlement mechanism in the development of energy cooperation, including political methods and legal methods, followed by extraction "Energy Charter Treaty", and "energy Charter Treaty" dispute settlement mechanism were analyzed and explore, including the contents of the dispute settlement mechanism as well as the attitude of the EU and Russia on its dispute settlement mechanism; third part, mainly from the perspective of the EU and Russian energy dispute settlement on "energy Charter Treaty" dispute settlement mechanism for a simple evaluation of the main around its nature and limitations of both aspects, Finally, the dispute on "energy Charter Treaty" settlement mechanism were discussed, some suggestions countermeasures for its shortcomings.
