In modern society, the government civil servants welfare good, stable work, becomepeople especially the college graduates compete to popular career. For women, due to factorssuch as physiological and psychological limitations, relative to other professions, civilservants is undoubtedly the most appropriate. With the development of social economy andpolitical civilization, social and political management appears more and more outstandingwomen with higher education, has the high quality of civil servants. But in politicalmanagement system in China, the fact that there is always a let a person helpless, namely inthe administrative department for the promotion of developing, the higher the level, the lessthey female civil servants, the number of female civil servants are still far less than male civilservants. Female civil servants, in reality, most of the time spent in the government publicservices such as life, professional life is an important part of life, their life as they getgenerally meet the material needs of the development of life under the premise of spiritualdemand becomes their goal, therefore, need to fully meet through career development.Therefore, how to make full use of this time, reasonably make female civil servantsthemselves grow, achievement, realize their life values and promote the state, society, thedevelopment and improvement of the public sector, has become the current administrativemanagement and human resource management is an important research direction in the fieldof.As a developing country, especially in a country with two thousand years of feudalhistory, women’s full participation in politics is a long and complicated process. Steeped in thetraditional culture of our country the connotation and spirit of the nation,"male" family roleshas, in time, such as the unique traditional thoughts reflect our cultural identity in differentdegree, but in the long history of human, women must be an essential part of human socialand political life, so if you want to expand the development of the country, all political partiesand organizations must consult the opinions of the group of women, so the "glass ceiling"phenomenon is a very important significance. For now, our country improved femaleparticipation in politics, but women still could not as comprehensive as men to participate inpolitics, women hold the important position and in charge of the localities, the respect such as education and health, family planning work; Women in leadership into decision-making corewere rare. Therefore, in the current construction of a harmonious society, realizing the greatrejuvenation of the Chinese nation, realize China’s dream of the great background, in order toguarantee the sustainable development of our society, we must focus on women’s demands,the group of women of constructive Suggestions, so as to better promote the coordinateddevelopment of male and female groups.The ideas of this research are: Introduction Chapter which described the researchbackground, significance and research status of the topics. Career development of female civilservants have made certain achievements under the protection of series of related laws andregulations in the current, but the situation of women in politics is not very satisfactory,so itis a great strategic significance to discuss the problems and shortcomings of female civilservants in the process of career development,to better promote women in politics,toimplement the basic national policy of gender equality, to promote the harmoniousdevelopment of the sexes and achieve sustainable economic and social development. The firstchapter elaborates the concept definition of the "glass ceiling”. Chapter two conducted areview and analysis of career development of female civil servants, reviewing the careerdevelopment of women’s achievements in the civil service and the current plight. Chapterthree explore the factors of the “glass ceiling” phenomenon in the career development offemale civil servants, in specifically from the community, organizations, families andindividuals. Chapter four promotes the measures for women career development in the publicsector.In order to break the "glass ceiling”, the author proposes a solution for improvingrelevant policies and regulations, creating an atmosphere of gender and self-measures toovercome difficulties.
