Legal Regulation Of Social Power Of Technology Awards

As a strong supplement to governments-set awards, to let social power play a role has become an important part of China’s technology awards system. Social power has also played parts in boosting technology innovation, talents cultivation and enterprises development of China. However, the current corresponding legal regulations mainly serve technology awards set by the government while few are involved with awards set by social power. Accordingly, the latter’s development is facing a big obstacle from a legal perspective. Legal regulations are in urgent need in the issue of awards set by social power. This paper is aimed to discuss the legal regulations to technology awards of social power, covering aspects as follows:to improve the relevant legislations, including both substantive laws and procedural laws; to determine the subject of administration’s rights and duties, as to support and assist the establishment of regulation, and to manage and supervise the development of social power setting awards; to create a macro social environment to advocate science and technology, and therefore to legalize and normalize the process of setting rewards from social power. The paper puts an eye on China’s current situation of technology awards set by social power, cites advantages examples from abroad to analyze and lays out feasible methods at the end, trying to benefit the issue of setting awards from social power.
