Extraterritorial awards mainly reward the characters. The majority awards are civil awards .Science and technology awards generally have a great honor. We should learn from these successful experiences. Chapter 3 and chapter 4 introduce the problems of Science and Technology Award and how to improve them. The two chapters are the most important and difficult of the whole article. The legislative system of China Science and Technology Award is multilevel. The system is much complete with the more stringent reporting incentives, evaluation system, while China has formed a more complete system of scientific and technological incentives work.
