The Power Constraints Perspective Of China’s Anti-corruption Masses Oversight Mechanisms Research

"The government will not relax only under the People’s supervision; The government will not collapse if everyone is responsible". Since the reform and opening up, the construction of China’s anti-corruption masses oversight mechanisms have achieved good results, the monitoring system and mechanisms have improved, the social environment became better. The report of Eighteenth National Congress of the Communist Party of China refer that "all decisions affecting the vital interests of the masses must fully should consider the views of masses; all practices that hurt public interests must be resolutely prevented and corrected......let the people supervise the power and put the exercise of power under the sun", and it pointed out the direction of establishment and improvement China’s anti-corruption masses oversight mechanisms. In this paper, we have the power constraints perspective as a starting point, summarized the achievements and reasons of the construction of China’s anti-corruption masses oversight mechanisms Combined survey results, analyzed the causes of problems of the construction of mechanisms, proposed countermeasures and suggestion for the establishment and improvement of the construction of China’s anti-corruption masses oversight mechanisms. This paper is divided into four parts:Part Ⅰ:power restriction and China’s anti-corruption masses oversight mechanisms. This part mainly defined related concepts, including connotation and characteristics of China’s anti-corruption masses oversight and China’s anti-corruption masses oversight mechanisms; rationalized the relationship between power restriction and China’s anti-corruption masses oversight (mechanisms), illustrated the significance of supervision by the masses. This part is the basis of the full text of the study.Part Ⅱ:the construction achievements and problems of China’s anti-corruption masses oversight mechanisms. The construction of China’s anti-corruption masses oversight mechanisms has made some achievements in the aspect of systems, structures, mechanisms, social environment. It also existed some problems, including the feeble supervise awareness, poor access, inadequate disposal, the weakening status and other issues. This part is the starting point of this paper.Part Ⅲ:The reasons leading to the problems of the construction of China’s anti-corruption masses oversight mechanisms. Identified the reason:the supervision is lack of power, the overall quality of oversight body is not high, organizations systems and mechanisms are not perfect. This part is the emphasis of entire article, and made pursuant to propose a solution for the fourth part.Part Ⅳ:The establishment and improvement the China’s anti-corruption masses oversight mechanisms. Proposed the measures to eliminate the cause from the power constraints Perspective:strengthen publicity and education; improve public supervision system and organization; implement the safeguard mechanism of supervision by the masses; strengthen the linked mechanisms of supervision by the masses. This part is the vesting of this article.
