The18thnational congress of the CPC states that the issue of education is superior toimproving people’s live hood and strengthening social development. It also emphasizes thatthe system of education must meet the needs of the people, which is a historical mission ofinstitution of higher education endowed by the Party and the people. Meanwhile, to maintainthe Party’s advanced nature and purity, we should carry out intensive activities throughoutthe Party to study and practice its mass line, with the focus on the need to serve the peopleand to be down-to-earth, honest and upright in conduct. The first batch of active unitsinclude various departments of central government organs, various state-owned orstate-controlled financial enterprises, partly major state-owned backbone enterprises, andpartly state-owned or state-controlled institutions of higher learning. This is an importantdecision made under new situation, insisting that the Party exercises self-discipline and isstrict with its members.To practice the Party’s mass line is important and urgent for both socialist highereducation and the reformation and development of universities and colleges. We mustimplement the Party’s education policy to the letter, ensure that education serves socialistmodernization and the people, combining education, production and social practice trainparticipants of and successors to the socialist cause who develop morally, intellectually,physically and aesthetically, which explain profoundly the rich connotation of working hardto run education to the satisfaction of the people. To practice the Party’s mass line is inaccord with times characteristic, responsive to public opinion and following the educationalregular. It is also an inner need of modern higher education. Personnel training, scientificresearch, serving the community and heritage and innovation of culture are historical tasks ofcolleges and universities at the new stage of time, also common educational goals ofdomestic universities. The running mode of colleges and universities, including developmentstrategies, education forces and steps of the reform, relies heavily on its leading group’sresearch and decision-making. However, the achievement of educational goals is greatlyinfluenced by the science, longevity and operability of decisions. Diverging from the interestof the teachers, students, staff members and workers, cannot actively guide them fully exertstheir subjective initiative to work and study, while cannot offer them stability and order ofexternal environment for their growth and development. At present, to practice the Party’s mass line has became the political task of domestic universities and the consciousness ofhigher educational administrators, especially of leading Party cadres. Whereas in practicingprogress of the Party’s mass line in comprehensiveness, still exist problems and deficiencies.This thesis will make certain analysis of these problems and propose possible solutions.
