The the emergence and application of environmental liability insurance provides agreat help to solve the environmental problems.Through the mature development andpractice in western countries, environmental liability insurance has become a importantmeans to solve environmental pollution and contradictories in social development, and ithas irreplaceable effects in the field of modern environmental protection.compared withthe western, our country’s environmental pollution liability insurance system has not beenestablished and the process of enforcing environmental pollution liability insurancedevelops slowly. Regarding the mandatory insurance model as the basis of theimplementation of environmental pollution liability insurance system and how toimplement environmental pollution liability insurance coercively in our country is a realproblem.In this research, from the starting point which is based on the theory ofcompulsory liability insurance of environmental pollution, combine the progress it hadachieved abroad with the specific conditions of China,we analysis the system in threeaspects，that is the insured, insurer and government management departments.I try to findthe main obstacles in the development of compulsory liability insurance of environmentalpollution and puts forward some Suggestions for optimization, in order to summarize thestage development situation of environmental pollution compulsory liability insurancesystem in China. to insist on enhancing the sound of implementing the correct direction ofthis system and make a contribution to improve the implementation of the system.
