Research Of Juvenile Criminal Records Sealed Issue

Juvenile Crime，Drugs and Evironmental pollution are together considered as the“thewhole world’s top three public nuisance”.In the past decades,our local Basic People’sCourts never stopped the pace of exploring the possibilities of establishing the relevantsystem of juvenile criminal records.The275thregulation of the new criminal procedure lawofficially prescribes the sealed system of juvenile criminal records,which holds historicsignificance in the process of developing juvenile judicial protection.The system is also incoincided with the two important principles with the juvenile criminals,which are“education,persuasion and redemption”,“education is more important thanpunishment”.The paper consists of four parts,which begins with dicussion of the value ofthe sealed system of juvenile ciminal records.Then it introduces the local legislativeexplorations and practical experience,afer that,the paper analyses and expounds the maincontent of the current sealed system of juvenile ciminal records，especially the existingproblems.At last,based on the legal status and the practical experience,this peper advancessome opinions on the rationality of the current system as well as the future direction of thesystem.What’s more,three aspects of suggestions are proposed to improve the currentsealed system of juvenile criminal records,including substantiality dimension,proceduredimension and supporting measures dimension.
