Usually, we mention that the arctic is to point to the arctic region, more than theNorth Pole. On the geography, the arctic refers to the area with the center of theearth’s North Pole.It mainly includes the scope of the arctic ocean and the edge of thesea, the islands in the arctic ocean, northern Eurasia and North America land borders.At present, the arctic region mainly carries out some bilateral agreements to determinethe legal system, not yet formed a complete legal system with a general bindingforce, the lack of a similar to the Antarctic treaty such special provision in the arcticlegal status of the convention. In recent years, the arctic countries stepped up effortsto preempt the sovereignty and resources in the arctic. The arctic’s warmer weather,the faster the speed the melting of the arctic sea ice, arctic channel is smoothlyopening just around the corner. This series of changes in the arctic regions bringconsiderable economic benefits as well as the ecological environment deterioration,making the world pay attention to the arctic, and actively take part in the arctic. Thesecountries include not only the arctic nations, but others such as Brazil, SouthKorea,English, Japanese, announced an interest in the region’s energy reserves.Arctic occupies the important geo-strategic location, storage with rich resources.With global warming and the greenhouse effect enhancement, the arctic channel willassume the function of the "golden Waterway". The opening of new routes affectsChina’s international ocean transportation, on global climate change in the arcticenvironment, also China’s ecological environment and climate. Even the social andeconomic development have a significant impact. Setting up the arctic strategy isimperative for China currently with its realistic necessity, mainly involving China’sgeopolitical value, shipping value, ecological and scientific value, resource value andmilitary security value. At the same time, China also has a certain international lawbasis and real security. The conflict of interest between the arctic nations requires theparticipation of countries outside and coordination balance. Besides, China hasabundant strength of economy and security, a large number of polar scientific research data base those help China to maintain and expand in the relevant rights and interestsof the arctic. The arctic is closely related to China’s strategic interests and long-termdevelopment,we must pay attention to the influence of the arctic change on China’snational security, and adopt corresponding policies. First, China should be aware ofChina’s strategic position of the arctic and the necessity of participating in the arcticgovernance.Then make China’s arctic strategy concept. Next, clear the goal offormulating and implementing the arctic strategy, to carry out China’s long-term guideline in the arctic affairs. Again, China is to widen the channel of the involved in thearctic path, at the same time of strengthening the construction of its soft power,multi-channel all-round increasing in the presence of the arctic and playing animportant role in the geopolitical landscape in the arctic. China should start with lowsensitive sectors such as environmental protection, scientific research, study and useof the existing international law and mechanism of seeking legitimacy in the arcticaffairs, actively carry out international cooperation in arctic regions.Strengthen therelationship with arctic nations as well as other economy and the arctic environmentalprotection, sustainable development,advocating harmonious arctic, graduallyincreasing influence in the arctic. In the future the new international political ordercan win a higher international status and a good international reputation.
