The Research On Police Misconduct Behaviour

The police are the main force of public security administration and the importantcriminal judicial power.The state has conferred considerable executive power and criminaljudicial power to the public security organs and the people’s police.The mainstream of thePolice force has dedicated power, and even the life,in the construction of the country underthe rule of law. But what is undeniable is that in the recent years, the abnormality of policepower has become an increasing trend. The abnormality of police power has diverse types andserious consequences, not only seriously damaged the image of our party and government,jeopardizes the integrity, impartiality and authority of the state power, undermines the laworder and contaminants the basic social rules.This paper pointed out the background and significance of the topic,summarized thedomestic and foreign police behavior norms, clarified the main idea and content,analyzed thepolice misconduct types which include traditional concept of law enforcement, thelife-style,the money orientation and the abuses orientation; it studied the harms of the Policemisconducts which include the harm of the image of the party and the government, the harmof the state power in integrity, justice and authority,breaking the law order and distort socialbasic value. This essay analyzes the main causes of the police misconduct, including the FourProblems of the party, the problems that exist in the development of society and economy, theimperfection of the relevant laws,and the problems of the individual ethics. Based on theanalysis, it proposes that the supervision to the administrative work should be strengthenedand improved by the party, that the socialist concept of law of the police should be cultivated,and that the regulations and mechanism should be improved.
