Research On The Problems And Countermeasures Of Basic-level Police's Law Enforcement Anomie From The Perspective Of The Administrative Ethics

As an important administrative law enforcement and criminal judicial force of the country,almost all the work of the police is law enforcement,and all activities are law enforcement activities.As a violent machine with armed nature,police is also an important part of state administrative power.The operation of police power is two-sided,that is,it bears the responsibility of safeguarding national security,providing public security products and services to the society,and can also be alienated as a tool for individuals or organizations to use power for personal gain.In the transition period of building a service-oriented government,the law enforcement anomie still occur from time to time due to the invasion of traditional law enforcement concepts and the disturbance of external environment.Especially the grass-roots police,as the terminal in the administrative law enforcement power,most closely contact with the masses of the people,their professional quality is directly related to the execution of the law effect and the government's credibility,thus promote the basic-level police administrative character is particularly important,its dominance,become the police administrative power and the key point of moral behavior.Under the new situation,it is of certain theoretical and practical significance to explore the law enforcement anomaly of grass-roots police from the perspective of administrative ethics,to regulate law enforcement behavior,to improve the image of police law enforcement and to better maintain public interests.Based on the perspective of administrative ethics,this paper adopts literature research method and case analysis method,and takes cooper's theory of administrative ethics of responsibility and hypothesis of human nature as the support,and conducts the research in accordance with the idea of displaying anomie performance--analyzing the causes of anomie--putting forward countermeasures and Suggestions.First of all,the connotation of administrative ethics,the definition of grass-roots police,grass-roots police law enforcement characteristics and the definition of police law enforcement anomie are summarized.And anomie police enforcement at the base,summarized the main forms and harm,and expound,lawenforcement procedures,law enforcement,illegal to illegal means,abuse of discretion,illegal infringement of the legitimate rights and interests is common in the police law enforcement practice four kinds of forms,and selected the representative case in-depth analysis,thought the police individual subjective and objective responsibility conflict,institutionalization of police ethics legalization is not sound,the police organization culture problem orientation and lack of good law enforcement environment is the main reason for the grassroots police law enforcement anomie.Finally from the perspective of administrative ethics,this paper puts forward the countermeasures to prevent and control the law enforcement anomie of grass-roots police,that is,from perfecting police administrative ethics legalization construction,improve the administrative ethics supervision system,create a good cultural atmosphere,strengthening law enforcement of administrative organization of police administrative enforcement ethics education and improve the grass-roots police law enforcement environment five aspects interact to achieve fair and civilized law enforcement is strictly regulated.
