The essential to implement and practice the Scientific Concept of Development, deepen cultural restructuring and impel traditional culture of Minnan lies in the bringing up talents on traditional cultural heritage. Under the view of "serving the society with simplified administerial institution", Government should play a leading role in what should the do and what should not to build internal mechanism of sustainable development. By investigating the intangible cultural heritage representative inheritors in Xiamen,the article figure out the inheritors’present situation and come up with the related questions. By analysing the representative inheritance division crisis, inactive inheritance tendency, un-professional skills that exist among the inheritors, the essay lays emphasis on analysis the challenges which is brought by era development and social transformation.By combining the traditional cultural heritage mechanism of Taiwan, the essay puts forward the thinking of personnel training environment construction, innovative talent training mode promotion, the incentive mechanism perfection and multiple communication improvement.Research conclusion is helpful to reveal the shortcomings of the existing traditional Minnan culture inheritors cultivation system and is also helpful to put forward a practical and effective method to bring up talents training in Minnan traditional culture inheritance,which can push forward the study of Minnan traditional culture inheritance.
