During his long-term leadership in the process of the Chinesepeople’s revolution and socialist construction, Mao Zedong insistedon combining the theory and principle of the Marxism populace viewwith China’s specific social practice all the time, thus formed thethoughts of civil-military relations with Chinese characteristics. MaoZedong’s thoughts of civil-military relations was a product of themultiple historical backgrounds of China’s special social environmentin the semi-colonial and semi-feudal society, the complex targets ofthe revolution, and the common political ambition of anti-imperialism,anti-feudalism and anti-aggression. Mao Zedong’s thoughts ofcivil-military relations is broad and profound, and the most importantconnotation is: first, the people’s military must always rely on themasses of the people. Only if the military stand tightly together andestablish close-knit connection with the masses, can it survive anddevelop, as well as win the revolution. Second, the masses of the people should uphold and support the people’s military. Mao Zedongthought that the people must have an army who stand absolutely ontheir side if they want to gain their own liberation, therefore, thepeople should love the people’s army, and support the people’smilitary. Third, to implement a general mobilization of the military andthe people, letting the military and the people become a harmoniouswhole. If the people’s military want to defeat the enemy, not onlyshould we mobilize the army, but also the people to go to the war.Finally, we should make a good management of the relationshipsbetween the military and the people. Although the fundamentalinterest is consistent between the masses of the people and thepeople’s military, there also exist some particularities, so we need todeal the various relationships between military and the people well.The important characteristic of Mao Zedong’s thoughts ofcivil-military relations is manifested in three aspects, militarydiscipline as the premise, relying on the masses as the basis, andunity of the military and the masses as the core. The methodologicalmeaning has mainly three points. First, to rely on the masses of thepeople, and expand the revolutionary ranks. Since our army isconstituted of the people, so we must always rely on the masses ofthe people, and only if we firmly rely on the masses of the people, canwe strengthen the revolutionary ranks and guarantee the military strength for the victory of the revolutionary war. Second, to upholdthe people’s military, and improve the masses’ life.The principle of ourmilitary is to serve the people heart and soul, and under this guidance,our military gradually improves people’s life so that the people cansee the results of the military’s struggle, thus to understand that onlyto support the military of The Communist Party can they change theirown life.Third, to carry out the unity of the military and the people,and win the revolution. As long as we well implement the unity of thearmy and the people, we can overcome any difficulty, and win anyrevolution.The contemporary value of Mao Zedong’s thoughts ofcivil-military relations is very precious. First of all, our Party,government and military should make the ensurance of people’sinterests as the starting point of all the work, and attach importanceto mass work. Second, vigorously promote anti-corruption, andstrengthen the construction of the Party’s style of work. Third, payattention to the construction of democratic politics, and strive torealize social fairness and justice. Finally, to implement thepeople-oriented scientific development view, actively build aharmonious socialist society.
