Violent, well-organized and experienced in anti-detection, pyramid sales have already become a lurking peril in the economic and social development of Hefei. As a police officer, I had the privilege of disposing this scheme at the frontline and conducting systematic research on the current condition of the pyramid sales in Hefei. This thesis, under a heading of "fighting against pyramid sales", elaborates the existing strategies to tackle the problem, with suggestions for their improvement. The thesis could be divided into four sections.To begin with, the first section articulates the spreading of pyramid sales in Hefei, followed by the discussion of severe negative impact that the scheme brought on the economic and social development of the city. Through a comprehensive literature review and analysis, it is safe to declare the pyramid sales as an economic fraud and the tragic fact that numerous people were bled white by illusions of profits. Besides, the section brings up the significance of the campaign against pyramid sales.Through a detailed explanation of "pyramid sales" and "direct sales", the second section targets at unveiling the organizing methods and swindles evolved in pyramid sales. With the main characters and social impact of pyramid sales concluded based on previous discussion, this part further analyses the operating format of this tort, including its hiding technique, organization structure, and telling features. The reasons for the flourishing scheme and the urgency of its disposition are also articulated.The third section discusses specific measures of the disposal of pyramid selling, as well as the methods of the investigation of pyramid schemes by the administrative enforcement departments. As regards the growing criminal acts of pyramid selling, certain progress has been made by the administrative enforcement departments’ responsible performances and intensified crackdown. However, effective means of eradication are still in great need, which leads to a vicious cycle of fighting without failure and starting all over again. Based on such actual situations, a detailed analysis of the current predicament of fighting against pyramid schemes as well as the objective reasons of the unsatisfactory situations of combating the pyramid selling cases will be demonstrated specifically in this paper.The last part of the thesis, from the perspective of the comprehensive social management, proposes to expand social participation by the government-led management with the theoretical foundation of management science. Besides, drawing some effective controlled pyramid selling cases elsewhere, it also focuses on such suggested measures as improving the coordination of various functional departments, standardizing administrative responsibilities of law enforcement officers, establishing and improving the prevention of early warning mechanism to promote the introduction of relevant laws to curb the spread of pyramid schemes.
