Since1980’s, the BOT(Build-Operate-Transfer) mode of public infrastructure construction became more and more popular in the world. The construction model with non financial in national public infrastructure construction made the government have great power to develop economic. China was introduced the construction mode in the last century ninety’s from abroad, and achieved some results. But now the BOT project in China has encountered some problems in the process of construction. The purpose of this paper is to provide a reference for BOT project development model in the future. In this BOT study, its research findings are conducive to the growth of the development in our country, to accelerate infrastructure construction of china.The first part of the thesis, first explains the background and significance of this topic, and introduces the research status at home and abroad on this topic. Then, it briefly describes the research ideas and methods of this paper, and points out the innovations of this paper. Finally, it defines the concept, and explains the theory at the same time.The second section, is to use the Q project in Inner Mongolia as an example, and introduces the contents of each phase of the project construction. Then it describes the Q project government behavior in each stage of construction projects in the act.The third section analyzes the government behavior in the BOT project construction problems. Then it expands to our country in general BOT project construction, and tries to find the deep-seated reasons by using the principle of public economics.The fourth part introduces the developing countries and other developed countries or regions government actions in the BOT project, analyses the reasons behind the successful experiences and failures.The fifth part, in view of the present government behavior of domestic BOT project construction problems, is to explore and put forward some solution methods.The last part looks back the process of writing this article, and refine the research significance for similar projects. Finally it outlooks future deeper levels of learning.
