Study On The Key Questions About The Development Of Rural Hydro Power In Jilin Province

Rural hydropower resources are rich in Jilin province. Although the development of rural hydroelectricity is quite great in the last few years, there are some problems and inconsistency handicapping the virtuous development of rural hydroelectricity, which have not been settled well, and this handicaps the rapid development of rural hydroelectricity of Jilin province and national economy. So in this thesis, based on the rural hydroelectricity situation in Jilin province, some key problems that affect the virtuous development of rural hydroelectricity are systematically researched, such as the development policy of rural hydroelectricity, online electricity price, building fund financing and so on.First, since the development of rural hydroelectricity is closely related with the support of policy, policy of rural hydroelectricity is analyzed and researched from two aspects: tax revenue and online of rural hydroelectricity. And advice is given as follows: give support on added value tax and the on-line right of renewable energy resources of rural hydroelectricity.Then, aim for the fact that online electricity price of rural hydroelectricity in Jilin province is unreasonable, online electricity price of rural hydroelectricity is deep researched. Then there is a conclusion that online electricity price of rural hydroelectricity should be composite electricity price, and the formula calculating online electricity price is derived from the theory of composite electricity price, also typical rural hydropower station (301 hydropower station) is chosen to compute composite online electricity price.Finally, point to the lack of fund for the development of rural hydroelectricity in Jilin province, building fund financing of rural hydroelectricity is discussed and researched, and there are some suggestions for fund financing as follows: firstly, build a long and firm system of rural hydroelectricity financing as soon as possible; secondly, reinforce the multi-source and multi-level financing, and make it sure that investment on projects comprehensively utilized is allocated reasonably; thirdly, bring in foreign capital actively and try BOT when develop main projects of rural hydroelectricity.
