Analysis Of The Logic Of The Ethnic Village Behavior In Public Affairs Governance

Abstract:Traditional theory holds that the management of public affairs mainly relies on the government or the market, but with the rise and development of the new public management movement, scholars represented by Ms Ostrom put forwarded the third way of organization governance. Since China’s reform and opening up, along with the development of market economy, Chinese public affairs governance chang from one subject to two subjects or even a third way. The villager autonomy system appeared first in the constitution in1982has developed rapidly and has been mature. It has become the main ways to achieve governance of rural public affairs.China is a multi-ethnic country. Mixed residence is a typical feature of the ethnic village. Ethnic differences in beliefs, habits and customs lead to the diversity of the village life and the public affairs. Therefore to promote the public affairs governance in ethnic village is important for harmonious village, and also to develope the local economy. Besides, it has a great role to perfect the practices and theories of the national grassroots governance. However, domestic and foreign scholars on the study of the public affairs governance in the ethnic village is weak, and that’s what this paper studies. This paper takes a northern mixed ethnic village as an example. By restoring the process of a mosque renovation in the village, analyze the interests and behavior choices of each part (including religious elite, the Hui nationality, the Han nationality and secular power, etc.)in the whole process of public affairs governance, and construct the structure of the public affairs governance. It can be finally found in this paper that the farmers’attitude towards the public affairs is not unconcerned and negative as traditional theories believe. The participation degree of the body in public affairs governance is affected by various factors. For the body of the governance, the people in the ethnic village, The stronger the religious public affairs are, the closer the correlation between the public affairs and the people is. The political identity of the participant becomes more obvious, thus their enthusiasm to participate in public affairs governance will be higher.
