The degree of china's modernization is very low, is still in the early stages of socialism, especially in the twentieth century, china is in the whole social transition, because of the political reform was failed to realize effective synchronization with economic reform, the contradiction between the growing awareness of civil rights of citizen and the administrative concept of government, the problems of lack of government autonomy and unlimited growth of autonomy become more serious, the social administrative method is lag and low, thus leading to Inappropriate and dislocation action when the government dealing with public crisis event, mass public events as the main performance in the current crisis event in China, the continued strengthening of scope and intensity has concerned by country and academic field.This essay select the county where is occurred mass public events more frequently as studying object, county government action as the whole clue, use the cases analysis method to analyze deeply on the two samples of Yunnan Menglian, and Jiangxi Yihuang, throughout the whole behavior description of the county government before the events occurred, in the process and after the events, to generalize and summarize its behavior feature, and analyze the form logic of county government behavior on the basis of appearance of true behavior, to discuss a little bit of how the county government to get out of this "behavior dilemma".The study found that the true operation of county government actually in a "dilemma", i.e. the county government which under the pressure-type system not only to complete effectively of the various economic development indicators, but also to appease people fully, such a situation made the county government embedded in three relationships:the relationship between pressure-type system and administrative system, the relationship between indicators task and the balance of interests, the relationship between social control mechanisms and the demands of interests. The existence of these three relations hips makes the county government which "folder in" them to "rational choose" their way of existence, and ultimately to shape the behavior characteristics and logic of the county government.
