In recent years, with the frequency of natural disaster increasing, the harmfulness getting stronger as well as its uncertainty, complexity and highly dynamic characteristics, the disaster brings more severe challenge for disaster relief. For the humanitarian logistics which accounts for80%disaster relief cost, how to deliver the limited resource to victims in the limited time, relief and assist more people, reduce the suffering of the victims, improve its leagility become the research object of scholars and practitioners. Based on this, the paper focus on the leagile humanitarian logistics model so that it can improve the efficiency and effectiveness of disaster relief.The main content in the paper are as follows:(1) Situation of study at home and abroad on leagile logistics and humanitarian logistics, the difference between the humanitarian logistics and commercial logistics and humanitarian logistics performance measurement are arranged and summarized. It points out the unique features of humanitarian logistics and makes theoretical sense to take advantage of leagility for the humanitarian logistics.(2) The features and goals of preparation, response, recovery (short recovery and long recovery) and reconstruction stages are summarized and analyzed, the implementation environment and object between leanness and agility are compared. Then the paper builds the conceptual model of leagile humanitarian logistics based on time-dimension from the stage-strategy analysis, proposes we should use lean strategy for preparedness, long recovery and reconstruction stages; use agile strategy for response, short recovery stages and provide some advices so that it can give macro guidance for leagile disaster relief.(3) The paper use the concept model analysis its leagility with the data from "4.20Ya-an earthquake", points out we can achieve the efficiency and effectiveness to use some related advice and there are some places to improve.(4) Quantitative research method on the decoupling point positioning model and some related factors to establish mathematical model of humanitarian logistics are summarized, we cooperate the deprivation cost into leagile logistics and build the multiple decouplings math model of minimum social cost (logistic cost and deprivation cost) which has isomorphic relation with reality. Then the paper use the example analysis check the availability and operability of the established leagile humanitarian logistics model.
