The institution of court discussion is a democratic system for officials to discussgovernment affairs together, which started from the primitive society. We can see thebasic situation of the primitive society through archaeological material and the field dataof anthropologists. The court discussion made a further development in the early statesand xia, shang and West Zhou Dynasties.The discussion of the spring and autumn period were often done at the king’s classin the morning and the mainly ways were that the king summoned a monarchy or a fewofficials in privately secret meeting, etc. The discussion content involved includingpolitics, economy, military, diplomatic, etiquette and so on. The mainly form ofdiscussion was initiated by king, but there was also the secret to discuss in privateduring the warring states period. Because the main situation of the warring states periodwas a multinational supremacy and the countries have to reform the political under thisform. So the meeting content was mainly the diplomatic problems among the countriesand issues of reform at this time. Although similarities in forms and issues the courtdiscussion has been in the condition of the evolution process during the spring andautumn period and the warring states period. The main performance was fall of theaugury at the court discussion’s decision and the change of identification whoparticipate in the court discussion.The court discussion makes up for the inadequacy of monarch and makes thedecisions more reasonable. In addition, the pre-qin period has laid a prototype about thecourt discussion and played a very important role in ancient China.
