Jose Ortega y Gasset was a famous Spanish ideologist, social activist and educator of the20th century. He devoted to achieve the purpose of social transformation of Spain by university reforms. His thoughts on higher education centered on his book Mission of the University. He analyzed the politics of Spain, the European society and the malpractice in the university in the20th century.Ortega y Gasset reestablished the mission of the university, he thought university education should include three functions, namely, imparting of culture, teaching of courses, and scientific research and training of new scientists. And the imparting of culture was the most important mission. He established the goal of the university was to realize students’ all-round development, in addition, all-round abilities and teaching faculties must be emphasized in teachers’working-evaluation. If we want the university to fulfill its function and complete its mission, we need the whole society has good athletic state, every person owns enthusiasm, confidence, as well as a strong will and determination.His higher education thoughts were put forward in accordance with the Spain’s actual conditions. The functions of universities were divided rationally and the development of universities was oriented correctly, and cultivating well-rounded persons are valued. And all these give a significant inspiration on China’s higher education. We should return the enlightenment function to University, cultivate professionals with cultural accomplishment,. We should learn experience from the process of university reform of other countries, taking the essence and discarding the dregs.
