A Study Of The Use Of Administrative Data In Official Statistics

The survey is the main source of statistical agencies to obtain statistical data for a long time. But with the changes in the environment of Statistics, the statistical work facing a lot of difficulty, include nonresponse, lacking of funds, declining of the statistical data quality, as well as administrative intervention. In many countries, the experience of using administrative data in official statistics has shown that, to use administrative data more widely not only further develop the temporary administration resources but also is a new trend of official statistics. First, on the basis of relevant research in the world, the thesis analyses the temporary situation of official statistics, and points out that using administrative data as statistics data’s sources help solve lots of problems. Secondly, by summing up the development in official statistics and the usage in our government of administrative data, the thesis researches the economic worth and the statistics worth, as well as the problem of using administrative data in official statistics. Thirdly, the thesis builds the theory and methodology of register‐based survey and summarizes the important functions of using register‐based survey in the statistical work by comparing with traditional census and sample survey methods, then introduces the basic situation of using administrative data to survey in the major developed countries. Finally, the thesis proposes several suggestions to reform and consummate the government statistical system of our country.
