The population geographic information system is not only an effective publicity carrierof the population geographic research results but also a technology platform coping withnatural disasters and public emergencies. Recently, population has become one of the majorproblems which restrict the regional sustainable development. Comprehensively addressingthe population problems relates to the national stability, the economic development and theliving standards of the people. Therefore, both developed and developing countries workactively to develop their own population geographic information system around the censusand household-registration system. However there are many problems in the previousresearches at home. For instance, demographic data’s updates take a long time; populationdynamic information is renewed at a low frequency; fundamental geographic information,thematic geographic information and statistical data of economic sociology are inconsistent;system construction depends largely on technical drivers and so forth. To address theproblems above, this article explores the key factors of population GIS construction fromthree aspects—users and roles, system architecture, system composition. Base on the WholeStaff Population Database of Hebei, the population geographic information system of Hebeiwas designed and developed by virtue of ArcGIS Server and Flex. This system has realized anumber of important functions such as referring to and browsing the information of thevarious relationships between human and city as well as the emergency response to naturaldisasters such as earthquake, flood and so on. The design and development of this system willbe introduced in detail from the following aspects: hardware and software, data processingand organizing, map production, mapping service publication, system functions andimplementation, system deployment, etc. Research shows that Population GeographicInformation System needs to face data producers and data consumers simultaneously in amixed architecture composed of C/S and B/S. In the part of C/S, the mature GIS DesktopSystem is used directly. This will satisfy users’ demands on data production, reduce thedifficulty of the development, guarantee complex spatial analysis and ensure timely release ofresearch achievement. In the part of B/S, based on Rest interface, with the aid of Flex, and by virtue of ArcGIS for Flex API function, WebGIS program was developed. This program cansatisfy the user’s demands on data consumption and solve the browser compatibility problems.The fusion of WebGIS program and the Whole Staff Population Database can rid people ofthe dependence on census data and the Statistical Yearbook, improve the efficiency of caseand statistical information. Besides, the fusion of WebGIS program and the Thematic Data ofeach Bureau can expand the range of population macroscopic decision making. With thedevelopment of WebGIS technology, two-dimensional population geographic informationsystem will gradually become unable to meet users’ visual demands and experience needs,and three-dimensional population geographic information system will be one developmentdirection for population geographic information system. With the aid of ArcGlobe andCityEngine, an initial exploration of three-dimensional population geographic informationsystem was made, and three-dimensional display of population information was achievedmacroscopically and microscopically. Although the desired effect has not been achieved, thefoundation for future research has been laid.
