| California public community colleges，part of California higher educations, haveachieved huge success over its100years history. And scientific establishment ofeducational program is one of the factors that contribute to its success. We havestudied the laws and structure of its system, especially the definition of right and dutyin each department. Then we have learned the process of application forestablishment of new educational program in community college. We have tried tofigure out how to combine all kinds of factor to make a program fit the demand ofsocial development.Vocational college, an important part of the higher education in our country, hasdeveloped quickly since1999when the higher education began to enlarger. There arenearly10million student registered in vocational colleges now. However, we mustnot optimistic about the quality of vocational colleges. Many colleges establish a lotof educational programs which do not fit social demand and the students fail to findsuitable jobs after schools. How to make the educational program establish morereasonable is an emergent issue need to be focused on.A scientific educational program must fulfill two demands at least. Firstly, it isbased on the need of social development. Secondly, there are adequate resources toguarantee the quality of education. We found that many vocational colleges can notfulfill these. The key question is why so many poor programs being approved. Inother word, the governed department of education should try to improve themanagement on establishment of program. In order to get a deep understand aboutestablishment of program, we need to study the advanced theories and practices inother countries. By this way, we can learn from other counties.According to the experience of California public community colleges, only wewhen reduce the personal effect and evaluate a educational program objectively, we can rationalize the structure of program and make them suitable for our society aswell as students. |
