Beginning with the relationship between city interest adjustment and community building and based on "883 Community Action Program" in Wuhan City, the dissertation tends to explore the community adjustment and developing trend of city interest relation so as to promote theoretical study on community and practice of community building. The major viewpoint of the dissertation goes as follows: community is the basis of various interest identities and the disintegration and conflict of their interest needs; community building is attributable to establishing a mechanism of community interest adjustment including interest satisfaction, interest expression and interest coordination and constructing harmonious urban communities and society. In a nutshell, as a systematic study on interest adjustment of urban community which is fulfilled through community construction, the dissertation is composed of six parts.Part 1 is devoted to the study on interest groups and their interest needs of urban community. An urban community, in general, consists of four interest groups, namely, residents, community organizations, inter-community units and government. Residents are most important interest group of a community, for their interest needs are a staring point of community building. As community residents' interest needs have different layers and structures, we must take corresponding measures and strategies in conducting community building and community services. On the basis of an analysis centering on community residents, community interest needs may fall into five groups: community properties and public facilities, community service and security, democratic governance of community, community management and community culture and psychology.Part 2 elaborates on interest conflict and interest adjustment of an urban community. All city interest groups have their own interests as well as common interest needs. The community interest conflict, including conflict between interest groups and interest needs conflicts, is mainly caused by the difficulty in effectively satisfying the community interest needs and in effectively adjusting the interest conflict. Therefore, community building is to be enhanced so as to strengthen its function in interest satisfaction, interest expression and interest coordination. As a consequence, the adjustment and coordination of the four main community interest groups ought to be strengthened by means of community public service production, community sources integration and community governance action.Part 3 is about public service and interest satisfaction of urban community. There exists a sharp contradiction between the backward public service of urban community and the diversified interest needs of community residents. In order to provide and produce good city public service, the first thing is to assess and analyze service needs, the second is to display the common function of government mechanism, community mechanism and market mechanism, thus extending the government's public service to communities, displaying the role of community committees and non-profit organizations in community service and promoting the marketalization and industrialization of community public service, and the third thing is to speeding the construction of community public service facilities and networks to establish a platform for public service.Part 4 is concerned with the sources integration and satisfaction of urban community. More often than not, contradiction arises between limited community sources and diversified interest needs of community residents. Community sources integration is an important means of satisfying the community residents' interest needs. Great importance should be attached to the integration of material sources, labor sources and organization sources to satisfy to needs community public service. In order to gain funds for the community building, various channels, such as government investment, social donation and community self-collection, should be established, and more important of all, it is necessary to establish a source integration mechanism characterized by government's investment and inter-community units sharing of public facilities.Part 5 deals with urban community governance action and interest expression and coordination. Community governance action is an important means of satisfying the needs of community interest and coordinating its contradiction. Not only do all community interest groups coordinate their public service production and community sources through community mobilization, community participation and community organization, they also solve community problems and attain specific community goals by community governance action, interest expression and interest coordination.Part 6 summarizes the general trends of interest adjustment of urban community as follows: localization of residents' interest within urban community, distribution optimization between city communities, and integration of communities between city and countryside. In light of this, on the one hand, urban community building and governance should be strengthened to enhance the correlation between residents and their community, and on the other hand, universal investment and construction of urban community should be intensified to promote the equilibrium and coordinated development between city communities and countryside. Harmonious community building is beneficial to adjusting effectively all interest relations between the rich and poor, the officials and people, and the strong and weak so that urban community is sure to grow as a powerfully-safeguarded and fully-employed, universally-participated and substantially-autonomous community where residents enjoy a sense of belonging and a harmonious personal relationship.
