The level of human capital in a greatly affect the region’s economic growth. Education level is the proxy variable of human capital. First, the thesis uses the Ningxia population census data from2000to2010to find some data relating to the educational level, and to determine the indicators. It insists that the rising educational level which exist the differences in the region, between the urban and the rural, ethnic and gender through analyzing the overall level of education in Ningxia. Next, the thesis, according to the peasant household survey data in2011, analyses the rate of education returns with OLS estimation method from ethnical, sexual, and regional aspects. The results show that the Hui’s educational level is slightly lower than the Han’s, but the rate of Hui’s education returns is higher than the Han’s. The result fully shows the Hui’s educational marginal curve doesn’t reach the peak, if the government puts one unit of educational funds, the personal income will get a higher growth. And rural men have more working opportunities than women, so men’s education returns are higher than women’s. Because of the data limitation, the thesis analyses the education returns from Yuanzhou district, Haiyuan county and Yanchi county, and it doesn’t compare to north and south part in Ningxia. The research indicates the marginal curve of Yuanzhou district doesn’t reach the peak because it has lower educational level, but receives quite a high education return. Obviously, if the government continued increases educational investment, it will receive a significant effect.According to the conclusion, the thesis puts forward the following suggestions:(1) The government should strengthen the construction of infrastructures for rural education, promoting the development of rural education.(2) The government should propagandize the importance of science and education, improving farmers’ educational cognition.(3) The government should perfect the student financial assistance system, striving to realize education fair.(4) The government should Train Ethnic minority talents, developing the national education.(5) The government should pay much attention to migrant workers’ education, strengthening culture quality.(6) The government should attract investment of small and medium-sized enterprises, increasing working opportunities for farmers.(7) The government should strengthen the grass-roots culture construction, promoting rural economic development.(8) According to ecological immigration policy, the government should make more educational investment in immigration areas.
