The education development issue of underdeveloped areas not only relates to the balanced development of regional economy, moreover it relates the improvement of overall national quality. The backwardness of education will cause the regional economy continue to lag behind years.The study focuses on the development status, rate of personal education return and strategy of education development in underdeveloped areas. This article first introduced the present education patterns in both developed countries and less developed areas in China, pointing out our deficiencies on education. Through the analysis we can draw the conclusion that our biggest deficiencies lies in the inadequacies of capital investment and the mistaken direction of education development: blindly pursuing higher education, neglecting the development of vocational education.Based on the samples from many undeveloped areas in China, uses Mincerian earnings equation to calculate the education yield rate in China's underdeveloped areas, it is obvious that the education yield rates in those areas are below the world average. Through a sample survey including different levels of schools (junior secondary, secondary vocational education, high school and higher vocational education, regular higher education), we are able to compare the education yield rate at various stages by Mincerian earnings equation. The results show that tertiary education gets the highest yield rate in those areas while high school education the lowest, thus China's less-developed areas should attach importance to the development of vocational education.As Mincerian earnings equation lack of overall efficiency in regional education, DEA methods were introduced to analyze the education efficiency in various areas. Through analysis, education is more efficient in eastern coastal regions but less efficient in those undeveloped regions. Therefore the nation needs to vigorously develop education and further improve its efficiency, effectively carrying out the strategy of reinvigorating China through human resource development .By implementing Balanced Bayesian and Nash Equilibrium, this paper tries to figure out the proper education strategy for those underdeveloped areas: the regional Government should focus on basic education and vocational education while the central government in charge of the development and investment of higher education.In the end, some strategic suggestions are provided for the undeveloped areas, based on the result of this study.
