The International Sports Service Trade Rules Established Under GATS Related Domestic Laws And Research In Our Country

The world service trade has developed rapidly, the focus of international economiccompetition is shifting from trade in goods trade in services. Expansion of trade in services,improve the service trade structure, is to improve the innovation capability of our participation ininternational labor division and competition. In April29,2011, the State Sports GeneralAdministration issued notice "sports industry"1025"planning" clearly pointed out:"the sportsindustry structure is not reasonable, the proportion of service industry in sports in the sportsindustry is low; the optimization of the sports industrial structure, increase the proportion ofsports service industry; promote the sports service trade development; actively explore overseasmarkets, improve China’s sports service industry in the international competitiveness;communication and collaboration sports enterprise foreign trade in services, and actively buildforeign sports service trade platform; explore the establishment of coordination and managementmechanism of sports service trade, and gradually develop and perfect the system of sportsstatistics on trade in services, try to make sports export catalogue for the guidance of sports,expand export. As can be seen, the development of sports service trade is the key direction ofPhysical Education Department of industry restructuring, national industry.In this paper, based on the theory of international trade, law, sports sociology theory, byusing the method of literature, logical analysis as the main method, starting from the concept of"service" of the word, to the GATS perspective of the sports service are divided from thetransaction point of view, the domestic and international sports service trade reviews. Throughthe interpretation of GATS, analyze the obstacles of China’s sports service trade under GATS andthe limitations of the main problems in the international service trade barriers, basic principlesand standards of treatment, legal regulation is not perfect, relevant laws and regulations of theservice trade is not rigorous, set the tendency in line with GATS contradiction, finally the establishment of sports service trade law regulations legislative strategy in GATS strategiesproposed our country sports service trade legislation tendency, to value orientation, basicprinciples and operation path method, hoping to reasonable solution China’s international sportsservice trade in line with GATS.
