Study On The Construction Of University Financial Management System Based On The Centralized Treasury Payment System

The centralized treasury payment system was implemented in China’s university reform from the beginning of this century. After years of promotion, it has been a rigid system deployment of Chinese finance, although through years, many university financial management systems are still lack of systematic design and construction. Based on the centralized treasury payment system basic theory and the treasury centralized payment theory, this paper comprehensively elaborates the present situation and running mechanism of financial management system. Making the changes brought about by the centralized treasury payment system to universities as a starting point, it analyzes the main problems existing in financial management of colleges and universities, and finally systematically puts forward a package of ideas in how to build a new university financial management system.This paper is divided into five parts. The first part gives the introduction, research background, purpose and significance, the content, the basic method and innovation of this paper. The second part firstly revisits the basic theory of centralized treasury payment system, and then expounds the treasury centralized payment system theory. The third part mainly elaborate the present situation of the university financial management system under the centralized treasury payment system, and together with the international comparison and some other aspects like the operational mechanism, the content of the positive effects,etc.The fourth part analyzes the changes of the treasury concentrated payment system brings to the colleges and universities;existed problems and their causes.The fifth part puts forward some suggestions of how to build the university financial management system under the centralized treasury payment system.Focus on the problems motioned above, this paper puts forward the construction scheme of financial management, the main conclusions are:innovation concept of financial management; Formulate new treasury payment system to adapt to centralized treasury payment system.; optimize setting mechanism of the financial management organization; construct paid financial information integrated management system based on centralized treasury system, together with the overall budget management system; construct evaluation of financial management, the performance of scientific and rational and risk evaluation system and the accounting system scientifically and rationally; finally make sure to build a set of scientific financial manager training system.
