The Influence And Suggestion Of The Treasury Centralized Payment System On Our Universities' Financial Management

The centralized payment system of treasury, regarded as most comprehensively, is the reform of the traditional separated paying and money receiving way. Because the Treasury concentrated payment system reform is a huge task with wide range and great workload, it is impossible to achieve the comprehensive reform in one step for higher education system. Therefore, it requires our state to adopt a multistep and well-arranged reform.Based on theory of Treasury concentrated payment system, along with the new budget law, we analyze positive impact and problems from centralized Treasury payment system to Z university college. According to the practical problems of implementation of the Treasury concentrated payment system in the Z university, we analyses the reasons of the problems, finally puts forward some suggestions to perfect the financial management system of universities in the Treasury concentrated payment system.Treasury centralized payment system is a relatively new system for university of Z. The problems in the process of implementing are the focus of the article research. The problems bring by the state Treasury concentrated payment system is mainly described in both macro and micro aspects. On a macro level, it undermined the financial autonomy of university, weakened the Capital as a whole function, and ultimately limited the development of university of Z. And On a micro level, software and hardware conditions which designed to match with new budget system is not fully mature. Though the new budget law has been implemented, the current budget methods are not scientific and failed to meet the state Treasury concentrated payment system. We put forward corresponding advises in both macroscopic and microscopic ways to solve the new problems for Z University after implementation of the state Treasury concentrated payment system. The national guidelines on the implementation of the Treasury concentrated payment system should be put forward, and the governor should adjust the scope and proportion of current financial system into the Treasury concentrated payment system, as well as the government procurement system to sync with the Treasury concentrated payment system reform. Furthermore, Z University itself should strengthen the budget management; optimize the corresponding to the state Treasury concentrated payment system software and hardware construction, and with active attitude to adapt to the state Treasury concentrated payment system.
