Shenyang Educational Testing Service Research

Test is a very complicated social activity, which involves many related links, a large number of participants and many services. The current education system and social attitudes stress the importance of social status of the educational test. With the gradually increased development of the national educational testing work, the level of the testing service management and its standard of requirement are also improving. The increasing diversity of social development, the wide application of the science and technology to work and life, especially the application of computer technology and modern scientific technology to the process of the testing services have brought a huge challenge to educational testing services. How to apply the scientific methods to find out the rules of the service testing development, and how to give services to candidates, to exams and to society to guide the testing practice better and facilitate the healthy development of testing work is one of the issues that should be deeply explored in the current educational testing institution.Educational test is one of the issues that are highly valued by the party and government. The fairness and impartiality of the educational test is concerned with the education quality, the economy development and the global stability of the society and it is also concerned with the image and prestige of the party and the government among the masses. Under the guidance of the service-oriented government concept, educational testing service is an effective scale which reflects the level of the entrance testing management of a region or a city. In the current construction of a harmonious society under the command of the scientific development concept, one of the most important changed concepts is to strengthen the sense of service. It can be said that the functions of the testing institution can not be changed if there is no sense of service; the testing institution will lose their direction of educational reform and development if there is no sense of service. National Medium and Long-Term Educational Reform and Development Programming Summary indicates that we should perfect the functions of the professional testing institution and improve the ability and level of services, which shows the importance of services in entrance testing institutions. The educational recruitment testing institution should have an idea of service pilot, exploring the best way and the best result of the testing service in actual work, innovating ideas and perfecting the methods to serve for candidates, for parents and for society, taking the sacred mission granted by the party and the state to select talented persons for country with deep, cautious and careful consideration.Based on the entrance testing institution in Shenyang City and some examples of the educational testing service, this paper analyzes the existing problems and puts forward solutions. Meanwhile, it proposes the establishment of the educational testing service standards, and ideas and proposals of the establishment of candidates’ credit evaluation system, thus in order to find out the direction for the development of the future educational testing service, and further better and perfect the service to perform their duties, ensuring a fair and impartial test, which provides a reference for the improvement and development of the educational testing service.
