With the rapid pace of globalization, informationism and marketing, public human resources management(PHRM) plays an important role in Chinese public apartments. Talents' testing and evaluating of public organization is an essential part in PHRM. It goes without saying its importance, guidance and reference. With the methodology of second-grade vague synthetic evaluation based on multi-index system of virtue, ability, diligence, achievement and cleanliness, the essay makes summary on structural analysis of talents'qualities of public organization, analysis of public function and research of index system of talents'testing & evaluating of public organization. It aims at probing a set of mathematical module, in order to supply a quantitative way to test and evaluate talents in public organization with the realization of abilities matching with positions. It does good to improvement of talents'qualities continually and harmonious development of organization targets. The essay puts forward opinions about setting up talents'testing base in public organization as a proof, objective & impartial, democratic & pen, scientific & fair to elect, nominate,test, prize and punish talents for Chinese public organization.
