The Research on the Operation and Management of China’s Sports Stadiums——A CaseStudy of Ji’nanWith the development of sports and sports culture and the flourishing promotion of sportscompetitions, sports stadiums have gradually attracted the attention from countries all over theworld. Sports stadiums are built in order to meet the requirements of sports. The operation andmanagement of sports stadiums is a field with two characteristics of construction andmanagement produced by the intersection of city construction and public management. Differenttypes of sports stadiums have the corresponding ways of development and utilization: for publicsports stadium, the government is responsible for determining its function, positioning andbusiness management mode according to public economics principles. For-profit sports stadium,benefits are generally achieved by the market under the market mechanism. Professional clubsdevelop and utilize professionally based on the market demands. However, quasi-public sportsstadiums not only provide services for the professional competition, training, and scientificresearch, but are also open to the public, providing services for the local people’s fitness exercise,entertainment and leisure, amusement activities and culture and sports performance. In thereport of the18th Communist Party Congress, the vision of a constructing Beautiful China is putforward, and the sustainable development is advanced to a new level. As a fundamentalconstruction operator as well as a learner and practitioner of the public management theory, it isa serious problem how to operate the direction and service functions of urban management onfundamental construction from the perspective of public management. The scientificmanagement of stadiums and the operability increase of stadium management are not only activesupport for the sustainable development proposed by the party, but also the requirements ofresource effective utilization and management to competition mechanism advocated by the newpublic management theory. As the capital city Ji’nan has just held the National Games, theresearch of the experience and problems occurred in Jinan’s stadium operation and managementhas both theoretical and practical meaning for the further development of the stadium operationand management in the entire nation.This research will be valuable in rearranging the infrastructure management and servicefunctions for the government. Meanwhile, it will also help to fully motivate the energy andwisdom of fundamental construction from all social classes in practical work, promote thescientific development and utilization of stadiums, construct more stadium facilities that meet the society’s demands, and make a beneficial attempt for building a harmonious society. Based onthe practical research of the existing problems in the stadium operation and management and thereference of the successful experience of stadium sustainable development at home and abroad,this paper explores the disadvantages in such aspects as the management main body, functions,site location and regulations. The focus is the study on sustainable routes in stadium operationand management and the exploration of a new mechanism led by the government departments,co-managed, actively participated, and utilized by all kinds of social organizations.
