From the end of nineteenth century to the beginning of twentieth century, because of the low quality of doctoral education in the USA, their doctoral degrees were not accepted by many developed European nations. To change this situation, in1924, the USA firstly launched the assessment on the quality of doctoral programs, they used the method called reputational assessment and assessed38programs from38universities and20fields. After the release of the results of the first assessment on the quality of doctoral programs, it caught the attention of the society and warm welcome. It also laid a good foundation for the hereafter assessment on the quality of doctoral programs. At present, the USA has launched eight times of this assessment.Compared with many developed European nations, the beginning of our country’s doctoral education was very late, there was a long time when we depended on foreign countries to cultivate our doctoral students. Until1981, our country began to assess the authorization of doctoral programs, the assessment on the quality of doctoral programs was even later, until1995, our country began the first this assessment. Although our country has launched three times of this assessment at present, the assessment in our country has many shortcomings, so it is very necessary to learn the rich experience from America to improve the assessment in our country.This paper mainly makes a comparative study of the assessment on the quality of doctoral programs between China and America. By comparing the history, the indicator system, the characteristics of the assessment on the quality of doctoral programs between China and America, finds the advantages of the assessment on the quality of doctoral programs in America and finds the shortcomings of the assessment in China, so we can find ways to improve our assessment. The detailed framework of this paper is as follows:The first part is introduction and it mainly introduces the study’s background、 meaning、content, it also summarizes the researches from both the home and the abroad and defines the key words.The second part mainly makes a comparative study of the history of the assessment on the quality of doctoral programs between China and America. Firstly, it introduces the history of the assessment on the quality of doctoral programs in America. Secondly, it introduces the history of the assessment on the quality of doctoral programs in China. Thirdly, it makes a comparative study of the history of the assessment on the quality of doctoral programs between China and America.The third part mainly makes a comparative study of the indicator system of the assessment on the quality of doctoral programs between China and America. Firstly, it introduces the indicator system of the assessment on the quality of doctoral programs in America. Secondly, it introduces the indicator system of this assessment in China. Thirdly, it makes a comparative study of the indicator system of this assessment between China and America.The fourth part mainly makes a comparative study of the characteristics of the assessment on the quality of doctoral programs between China and America. Firstly, it introduces the characteristics of the assessment on the quality of doctoral programs in America. Secondly, it introduces the characteristics of this assessment in China. Thirdly, it makes a comparative study of the characteristics of this assessment between China and America.The fifth part mainly points out the useful enlightenments from the evaluators of the assessment、indicator system of the assessment、scale of the assessment、process of the assessment、period of the assessment、release of the assessment’s result to the assessment on the quality of doctoral programs in China.
