Research On The Improvement Of Budget Management In Hunan Mass Media College

The budget management theory has developed for years and has wide application in many fields. It is now getting more and more attention in China. During the process of China’s reform and opening up, with strong governmental supports, China’s educational system went through substantial reforms. And vocational colleges found a good opportunity to grow. However, most vocational colleges were founded in recent years, and don’t have sound budget management systems. Problems such as incompatibility between the target system and the current strategy are common. To keep up with the rapid development of vocational colleges, the finance management needs to be improved. And the budget, which plays the central role in the financial management, must be strengthened. To ensure their comprehensive, coordinated and sustainable development, the colleges need to perfect the budget management, optimize the allocation of educational resources and improve fund-use efficiency.This thesis analyzes the budget management theory and several related cases from different parts of the world in detail. Taking Hunan Mass Media Vocational Technical College as an example, the thesis analyzes its budget management system. On the one hand, this study complements the vocational budget management theory; on the other hand, it provides a feasible guidance for Hunan Mass Media Vocational Technical College as an example. It also provides an example for other colleges to use as reference.The paper first analyzes the problems and their causes in the college’s budget management; and then refines and improves its budget management objectives and evaluation indicators, using the Balanced Scorecard. The thesis mainly focuses on improvement of the target system, organization system, staffing system, implementation and monitoring system and evaluation system. The purpose is to better guide the budget management practices in Hunan Mass Media Vocational Technical College.
