The current personnel management system of the public university in our country isthe identity management system under the planned economy condition, and thissystem has played a considerable positive role in specific historical period. But underthe market economic system, the original system cannot adapt to the reform anddevelopment of colleges and universities. Since90s, Chinese public universities tofull employment as the core, in-depth reform of the personnel system, the teacheremployment, salary, professional and technical titles and some results achieved, havelaid a solid foundation for the sustained and healthy development of publicuniversities. However, due to the restriction of social security, the reform measuresare not so perfect, the conflict and contradiction between the wave of reform andrapid advance of the lag of policy and law, leading to public universities appeared in aseries of difficult, hot issues in the process of the reform of the personnel system.This paper focuses on the reform of public university personnel system, includingdeepening the reform, researching the tendency of the development, analyzing thework of the personnel management of those public universities which are exploring it,reducing public universities resistance according to the current regulations andpolicies of our country, the public colleges and universities and the legal status ofteachers, public colleges and teachers legal relationship, teacher employmentcontract’s legal nature, the personnel dispute applicable legal and other practicalproblems, to further explore the work of personnel management of public universities,division of labor and positioning clear public university personnel management andsocial management, and then explore the improvement program operable, enhancepublic universities and teachers’ awareness of rights, establish and orderly the flow oftalent market rules, norms of different area, different level public colleges anduniversities in the introduction of talent and talent of the behavior, and construct aperfect teacher employment system, promote teachers’ reasonable, orderly flow, tocreate system environment of various mechanism of human rational coexistence,further defined in the form of legislation to establish the relationship between theUniversity and the Faculty of labor relations, improve and promote full employmentSystem, according to the law to resolve labor disputes, play to the role of trade unions,to promote the establishment of harmonious labor relationship in Colleges and universities, and actively promote the rule of law.
