Foreign direct investment in China as China’s economic development power machine, capitalsource diversification, standardization and economic structure in our country to solve employmentplays an important role. China, as a rapid economic growth of developing countries, with stablepolitical environment, vast domestic market, cheap and plentiful labor, is a leader in attractingforeign investment. With the acceleration development of foreign direct investment in China,some problems also gradually exposed: foreign direct investment on China’s industry distributionimbalance phenomenon is more serious, unbalanced regional distribution, the efficiency offoreign investment in China also needs to be further improved. This article from the perspectiveof human capital to explore the root of a series of problems and solutions. Based on human capitalstock, quality and distribution of three dimensions as a starting point, respectively the influence ofthe foreign investment in China is analyzed, and put forward the corresponding solutions.Using the econometric model, this paper use time series data in China from1985to2012, fromthe aspects of human capital stock of human capital stock in China to foreign investment in Chinapath way and carried on the thorough analysis, the influence of scholars in reference model, onthe basis of abundant evaluation index, update relevant data and conducted a comprehensivesystem of analysis; Using time series data in China from2002to2012, with fixed number of yearof the labor force by the education combined as a measure of quality of human capital and itsheterogeneity and analyzes the effects of human capital quality to foreign investment in China;Respectively from northeast China’s eastern, central and west and four regions of human capitaland human capital within the four regions distribution, examines the human capital of the regionaldistribution of foreign investment in China.Via exploring research conclusions are as follows: first, in the short term, the influence ofhuman capital to foreign investment in China has a one-way function, in the long run, China’shuman capital stock and the foreign direct investment in China has the stable interaction relations,the empirical results show that the elasticity of human capital to foreign direct investment inChina is5.42, the lag in4years and more, the foreign direct investment in China for nurturinghuman capital also has obvious adverse effect. Second, respectively from the viewpoints of bothquantitative and qualitative as the starting point and the foothold of the study, the results indicate that the quality of human capital inflows of foreign direct investment in China have significantattraction. Again, China’s four major areas of the proportion of different levels of human capitaland regional human capital within the proportion of different affected the quality of foreign directinvestment inflows to China. The higher the proportion of high-level human capital, the morehigh quality foreign direct investment inflows to China.On the basis of empirical research, this paper respectively from the perspective of humancapital stock, quality and distribution in the region, to explore solutions to foreign investment inChina in terms of structure, industry, investment efficiency, and targeted puts forward thecorresponding solution measures, to complete the foreign direct investment in China fromquantity to quality and the structure adjustment of strategic transformation of the late to providetheory support, and put forward the rationality of the policy Suggestions. Such as play theadvantages of large stock of human capital, promote the effective allocation of human capital,human capital in our country from quantitative change to qualitative leap, multi-level anddiversification of human capital, build human capital as the core of the investment promotion andcapital introduction policy framework that meets the needs of local’s investment promotion andcapital introduction policy and talent introduction policy, strengthen the Midwest investmentweak environment improvement, actively guide the rational flow of the freedom of human capital.
