With the development of market economy and the progress of science and technology, The social demand for talents put forward more diversified. Implement people-oriented, individualized elective system of teaching management system has become more and more inevitable choice for universities in recent years. In recent years, the implementation of the elective system has made great achievements after the universities’Exploration and Practice on the implementation of the methods and models, and it has trained a large number of high-quality talents for the society. However, during the implementation of the elective system, the problem still exists more or less, for example, Students choose courses blindly, course guidance system is not sound, Faculty shortage, teaching management system is imperfect, the lack of curriculum resources and so on. Therefore, it is necessary to explore and research the present situation, existing problems and develop strategies of the elective system in the college, and it has important theoretical and practical significance.This study based on the Liberal theory of learning, A case study in central China normal university as an example to investigate in the undergraduate students in grade2009-2012, in order to understand the present situation and students’ views of the implementation of elective system, to discover the problems in elective system implementation and to explore effective measures to improve the course system of university undergraduate on the basis of analysis of factors.Based on questionnaires and interviews investigation, through data collection and sorting, obtained university undergraduate elective system still exist the following problems:students’cognitive of elective system is deviation, the school elective courses is unreasonable, faculty is not sound, course guidance is not in place, course management is confusion, selection system is poor, quality of elective class is not high, these issues are the main problem currently exists in elective system of university undergraduate, it is the key to effective implementation of the elective system to solve these problems.On the basis of study the problems of elective system in college undergraduate, this study considers the influence of traditional personnel training model, the lack of concepts of learning freedom, lack of teaching resources are the fundamental factors that influence the effective implementation of the elective system. Traditional personnel training model affected the creation of innovative training model, the lack of concepts of learning freedom can’t guarantee the effective implementation of the elective system, the lack of teaching resources can’t provide favorable conditions for the implementation of the elective system, these all hindered the effective implementation of the elective system.For analysis of problems and influencing factors of elective system in university undergraduate, this study proposes the following measures to improve the elective system:first, we should change the traditional concept of education, improve the awareness of the elective system of the students, teachers and teaching management staff; first Second, the college should set a reasonable curriculum, strengthen the construction of elective courses in both quantitative and qualitative aspects; third, colleges should enhance the level of teachers, improve teachers’ overall quality and trational use of existing teachers; fourth, universities should improve the guidance system, implement tutorial system and strengthen the training of students’ course selection; fifth, the college should improve the selection system, improve the management level of course management; sixth, colleges should perfect the organizational management of course selection and ensure the orderly conduct of elective procedures; seventh, the universities should improve teaching management system, improve the status management, appraisal management, educational management and so on which can match with the elective system of teaching management system.
