As is presented in both Guidelines of the National Program for Medium-and Long-Term Educational Reform and Development2010-2020issued by Ministry of Education in2010and Higher Education Planning published in2012, the construction of a powerful country in higher education is the main trend and strategic target in the future of China. The faculty, who play an essential role in higher education, determine educational quality which is closely associated with the success of the education. Therefore, we have to pay enough attention to the cultivation of faculty if our country hopes to turn itself into a powerful country in higher education from what it is now.This essay uses the research methods of literature analysis,Comparison and historical studies and is based on the backgrounds of countries which are famous in higher education. It discussed the importance of faculty in process of the construction and analyzed the steps, features and the questions during the faculty development. It also explored the experience and enlightenment of teacher’s development in countries like America, England and Japan whose higher education has been well-developed and put forward some suggestions for boosting the strategies of faculty cultivation.The essay contains five parts. The first part is the introduction including research background, the aim, meaning of the research, current situation in and out of China, concepts, three theories of faculty development, the idea and methods used in the research.The second part talks about importance of the role played by faculty in strengthening higher education. It points out that the construction of powerful country in higher education is the trend and mission faced by the development of higher education and that the cultivation of teachers will promote the process. The third part summarizes the situation of faculty development. It starts by introduce the faculty development since the foundation of new China. Then it summarizes the striking traits of current faculty development. At last, the essay analyzes the problems that exist in the development.It follows by the introduction and analysis of experience and enlightenment of faculty cultivation from other countries that are great in higher education. At first it presents the way America, England and Japan to cultivate faculty. It then puts out the influence their methods have had on the faculty development.In the last part, some strategic suggestions have been given to promote the faculty development. Five principles that faculty should obey are proposed, which are being practical, open, integral, scientific and developable. Strategies are also make in the part including to make the responsibility of government, universities and teachers clear; to find more ways for faculty to develop; to create a harmonious environment; and to establish a thorough security system.
