| To explore the achievement of Sports Power Province in Shanxi, this paper utilizesapproaches of literature documents, expert interview, fieldwork survey, SWOT analysis andsystematic analysis. Under the guidance of the ‘Powerful Sports Country’ theory, this thesis aimsto discover characteristic sports development strategy in Shanxi with correspondence to the basisof factor endowment, economy, society and culture and the adaption with national strategy ofsports development. Through the expert interview, field investigation, and analysis from internaladvantages and disadvantages, external opportunities and threats, several issues have beendiscovered as followed, the lack of large scale sports activities, the undutiful social sportsinstructors, the unreasonable sports resource allocation, the insufficient competitive sports team,the deficiency of managerial and administrative personnel in sports industry and the comparativeweakness in sports scientific research in Shanxi Province. Combined with the theory of‘Powerful Sports Country’, general objectives and requirement of sports development strategy inShanxi will be proposed in this paper. The analysis about nationwide sports, competitivesports, mass sports and comprehensive strength indicate sports development in Shanxi Provinceought to make corresponding adjustment of priorities and operation mechanism, strengthencompetition performance and competitive talent resources, enrich the sports population andpublic sports services, and enhance the capacity of sports industry and culture. The keynote ofsports development strategy in Shanxi is system innovation as well as the coordinated growth ofeconomy, culture and physical environment. This paper presents several recommendations suchas increasing non-governmental sports organizations, establishing sports industry ventureinvestment, developing the implement of professional sports club, which can be guaranteed bystrategic decision from official sports organization, employment of specific funds anddistribution of sports resources. |
