The3E system coordinating degree evaluation models have broad applicationprospects as important tools for evaluating and planning of energy, economic andenvironmental systems. With the development of metering technology, the assessmentof the coordinating degree methods also continue to innovating, providing a variety ofoptions for practical applications. The common coordinating degree evaluation modelsare divided into three types model that the distance-based type coordinating degreeevaluation model, the change type coordinating degree evaluation model and theintegrated type coordinating degree evaluation model in accordance with the differentstandards of measuring the coordination degree in this article. Although there is a bigdifference in the point of view, the basic assumption, the basic principles, thecalculation and the premise of application of the three types of models throughcomparing, there is a same estimating basis among their three typical representativemodels that the deviation coefficient minimize coordinating degree evaluation model,the development speed consistency coordinating degree evaluation model and thecomprehensive coordinating degree evaluation model, that the coordination degree’estimating of the three types of coordination degree evaluation model are all based onthe integrated development level of the energy, economic and environmentalsubsystems and the3E overall-system. On this basis, this thesis have built the3Esystem coordination degree evaluation index system and estimated thedistance-coordination degree, change-coordination degree and the comprehensivecoordination degree of Hunan Province, by selecting the deviation coefficientMinimize coordination degree evaluation model, development speed consistencycoordination degree evaluation model and overall coordination degree evaluationmodel as the empirical application models, then compared the differences and accuracyof the empirical results by using the statistical software EVIEWS and the misjudgedfirst class rate and second class rate of the discrimination in SPSS, by choosing the3Esystem’s time-series data of Hunan Province from2000to2011year as a sample. Theresults show that the empirical results have great difference in the three types model,normally, the distance-based type coordinating degree evaluation model and theintegrated type coordinating degree evaluation model’s results are close, thechange-based type coordinating degree evaluation model’s result is not only volatile, but also higher than the other models’ estimation results; the distance-based typecoordinating degree evaluation model has the highest accuracy evaluation as the firstclass and second class misjudged rate are all lowest, and the integrated coordinatingdegree evaluation model’s accuracy is higher than the change type coordinating degreeevaluation model as its first and second class misjudged rate lower. Finally, combinedwith the comparison of all aspects of the paper, draw conclusions and put forwardrelevant recommendations.This thesis’s innovative comparison and applying has important theoretical andactual significance, by expanding the width and depth of the research of the3Esystems coordinating evaluation model. It is not only provide a theoretical referencefor the choice of the3E system coordinating degree evaluation model under differentcircumstances, but also helps people to accurately know the coordinated developmentof the energy, economy and environment in Hunan Province and provides an importanttheoretical basis for Hunan Province in building the two-oriented society andachieving the sustainable development.
