At the end of 20th century, higher education of our country developed into the popularized stage during which the enrollment also grew a lot. Since the beginning of 21st century, more and more scholars have discovered that simple rise in quantity is not beneficial to the development of universities. The improvement of quality is the most important thing. Then the idea that quality-assurance mechanism is the radical way to guarantee the healthy development of higher education is accepted by most of the scholars.In Burton Clark's Triangle Coordinating Mode of higher education system, the idea is mentioned that the higher education systems in every country are influenced by its state power, academic authorities and the market in varying degrees. Therefore, the major parts and the analyses are all based on this theory.The paper begins with senses of teaching quality during popularized stage and goes on with the main parts of this paper: chapter three, chapter four and chapter five. In chapter three, the undergraduate teaching quality assurance system in America and British and the enlightenments to China are introduced; and in chapter four, the reasons that restrict the improvement of Chinese undergraduate teaching quality are analyzed. All these introductions and analysis do good preparations for chapter five which is the core of this paper. In this chapter, the principles, the requirements and the contents are introduced. The author thinks that universities must reform the system of fund management, the policies of academic management and the evaluation system, and then construct right and sound quality assurance system, which will help the universities develop characteristically and healthily.
