With the development of globalization, countries in the world become more and more dependent on the platform of international organizations to establish relationship and achieve cooperation, and especially the education. International organizations have a steering and prospective influence on the world education based on their own adept field. IIEP as a key subordinate body of UNESCO, it has already made great contribution to the whole world, especially the developing countries in the educational planning and management field. For some countries, it has became the core foreign support in the field of national educational planning management.With the enhance of China’s comprehensive national strength and the rising international influence of China, education development and cooperation have gradually become the crucial area which China pays more attention to. Meanwhile, The role of the education aid also gradually from receiving to donors. For the relationship between China and IIEP, it still in its infancy, IIEP ever did research in hubei province with the theme of the higher education and in zhejiang province and Liaoning province with the theme of the basic education in the1990s. But, it hasn’t the Chinese in the leadership of the IIEP and also does not have the IIEP training program in domestic until now. The two parties should establish a new cooperative relationship which is in conformity with features of the times. Moreover, China should make a deep and systematic understanding and research of the idea and behavior of the IIEP. Based on education, with a global background, the study makes an in-depth and systematic research on the relationship between IIEP and educational development by taking the educational aid of IIEP as the object," The value orientation of educational aid" as the guide,"the way of educational aid " as the carrier,"the feature of educational aid " as the outline, and "the effectiveness of educational aid " as the orientation.The thesis is divided into six parts. Part one is the introduction which mainly introduces the main topic of the thesis, the study situation at home and abroad, definition of concept, research design, etc. Part two is about the analysis of value orientation of IIEP. Part three shows the way of IIEP educational aid from the follow four aspects:training of education planning, Planning and technical support, network organization collaboration, resource support. Part four is about the effectiveness of IIEP’s educational aid which is from the angles of IIEP itself and the others including recipient nations. Part five expound the characteristic of IIEP’s educational aid from idea, objective, impetus and approach. Part six is the part of the epilogue and thinking, summarizes four aspects of educational aid which is objective, approach, collaborative way and knowledge accumulation and sharing to thinking of educational aid for our country.
